Abstract : This paper aims to investigate factors affecting work performance in the public organizations in order to tackle and to improve them from the obstacle factors towards the efficient goals. Part one of this paper discussed negative factors in work performance which can be classified as favoratism, lack of understanding the nature of work, and routine. They are the most important negative elements in affecting the work performance as well as introducing bad reaction to the society who seeks the service from public organizations because of the long procedures to pursue and follow. In addition to that, the interpretation of the employees of public policies and regulations as they wish and desire. Second part concerns with the incentives impact of work performance. The motivations and incentives have a positive reaction to the work performance and productivity as Maslow, Herzberg, Vroom and Brayfield mentioned in their theories. As conclusion of our study. the problems of incentives can be emphasized in their practice of incentives policy because of the lack of rationality, favoritism and the good connection with relatives. and friends. Moreover, the incentives policy cannot be effective if they are still to be practiced in classical and corruptional system.
